How Threshold works.

We start with what is already in place. The Assessment establishes the current position. The findings determine what happens next.

Each Dimension stands on its own. A strong position in one area does not cancel a material issue somewhere else.

Evidence before position.

The Method keeps representation separate from evidence. A policy, process or control can exist in different states, and those states are not collapsed into one answer.

Coverage is also stated separately as Full, Qualified or Limited. Regulatory findings remain separate from the governance position.

The practice is supported by direct evidence.

Evidenced by proxy

Another record supports the practice indirectly.

Represented, not evidenced

The institution describes the practice, but the available record does not yet support it.

Not present

The practice is not evidenced as operating.

The crosswalk keeps the source visible.

The crosswalk shows how a finding relates to applicable GCC and sector requirements, institution-specific requirements and recognised international references.

ISO/IEC 42001, NIST AI RMF and other recognised references are used where relevant. They do not replace local requirements, and framework coverage is not presented as a compliance or maturity score.
