A framework can describe good practice. It does not by itself establish which local laws and instruments are in scope, whether the institution can evidence the governance it says is operating, or who owns the decisions that remain.
Threshold was built to connect those layers in one controlled process, without treating international guidance as a substitute for local regulatory context or institutional evidence.

GCC laws, regulations and selected sector instruments are considered within the Assessment perimeter alongside selected international guidance.
The current governance position is established from evidence rather than assertion. Limitations remain visible rather than being filled by assumption.
Matters evidence cannot settle move to leadership. Threshold then drafts the governance outputs that record the position leadership chooses to own.
Not a framework implementation exercise.
Threshold can use selected frameworks as guidance and cross-reference the Assessment where relevant. Governance maturity and regulatory findings remain separate, and legal interpretation remains with the institution and its counsel.
Threshold is also vendor-neutral. There is no AI platform to license, no governance software to sell and no vendor commission.
