The Assessment begins with the position the institution believes it holds. Evidence is then sighted and assessed against 62 indicators across six governance Dimensions.
The evidence-supported position may be lower than, equal to, or higher than the declared baseline. Each Dimension retains its own position. The six Dimensions are not averaged into one institutional maturity score.

Maturity is not compliance.
Threshold maintains a controlled regulatory register across the UAE, Saudi Arabia, Qatar, Oman and Bahrain. Binding provisions in scope, provenance, applicability and the evidence outcome are recorded separately from the governance position.
Selected international frameworks can be used as guidance or benchmarks. They are not presented as local law, and framework alignment is not treated as a compliance determination.
Where legal interpretation is required, the question remains with the institution and its legal counsel.
The Findings Record is not the end of the work.
The Assessment produces the evidence-supported Findings Record. Matters that require institutional choice, ownership or direction move into Decide.
